Accreditation Rules for Media Representatives at the WFYS 2017

 

1. General provisions.

1.1. Mass media representatives (hereinafter themedia) and bloggers* are accredited at the 19th World Festival ofYouth and Students (hereinafter the WFYS) in order to provide the necessaryconditions for their professional activities to prepare and disseminatecomplete and accurate information about WFYS events.

1.2.   Accreditationof the media and bloggers is mandatory for their work at all WFYS events.

1.3.   When performingtheir professional activities, media representatives and bloggers are requiredto respect the rights and legitimate interests of WFYS participants andpersonnel and comply with generally recognized ethical standards.

1.4.   The numberof media representatives and bloggers who may attend the WFYS is limited due tothe organizers’ desire to provide them with the most comfortable workingconditions possible as well as quick access to all necessary resources giventhe significant interest among media representatives and bloggers in the eventand taking into account the infrastructural limitations of the event sites.

1.5.   The WFYSDirectorate may increase the quota for media representatives based on theirofficial request provided there is a reasoned justification for such a need.

2. Accreditation of media representatives and bloggers.

2.1. Accreditation procedure.

A registration application to take part in the WFYS may be submitted byboth Russian and foreign media representatives and bloggers who were notpreviously accredited to take part in the WFYS as participants, guests,volunteers, or technical personnel, subject to the following conditions:

• Russian media organizations must be registered with the FederalService for Supervision of Communications, Information Technology, and MassMedia (hereinafter – Roskomnadzor);

• foreign media representatives:

— must be accredited with the Russian Ministry of Foreign Affairs ifthey permanently work in the Russian Federation;

— if a foreign media representative does not have accreditation from theRussian Ministry of Foreign Affairs, in addition to completing an applicationon the ministry’s official website, the media representative must send the WFYSDirectorate a letter on the organization’s official letterhead with a requestto grant accreditation to the WFYS (sample letter, hyperlink).

•                   websites orwebsite pages of Russian bloggers on the Internet must be contained in theregister of websites and/or website pages on the Internet maintained by theFederal Service for Supervision of Communications, Information Technology, andMass Media on which public information is located and which are accessed bymore than three thousand Internet users within a single day;

•                   websites orwebsite pages of foreign bloggers on the Internet on which public informationis located and which are accessed by more than three thousand Internet userswithin a single day must not contain profanity, calls for violence or a violentchange of power, propaganda of drug abuse, extremist religious or politicalideas, or information that incites social, racial, interethnic, or religiousstrife, violates copyrights, state, commercial, or other secrets protected bylaw, or the rights of personal data owners, or degrades the honour, dignityand/or business reputation of individuals and legal entities.

2.2. Accreditation application submission and reviewprocedure

Media representatives and bloggers who wish to take part in covering WFYSevents must submit an accreditation application (hereinafter an application)via the official WFYS website (www.russia2017.com).

All fields must be completed in the application with particularattention paid to the mandatory fields marked with an asterisk.

The application submission period via the official WFYS website is from July 3 to August 31, 2017.

The review period is at least 10 calendar days following the expirationof the deadline for accepting applications from media representatives andbloggers for registration.

Accreditation for media representatives and bloggers is valid for theentire duration of the WFYS. Mediarepresentatives and bloggers accredited for work at the WFYS shall also beaccredited for the International Carnival Parade of Students in Moscow on October14, 2017.

 

2.3. Media representative and blogger accreditation badgeissuance procedure.

Media representatives and bloggers are givenaccreditation badges provided their registration applications are approved bythe WFYS Directorate.

Accreditation badges are issued in Moscow and Sochi ataccreditation stations. Information about the location and hours of theaccreditation stations will be available on the official WFYS website.

Accreditation badges may only be issued if thefollowing conditions are met:

·                  if there isconfirmed accreditation in the WFYS database;

·                  upon presentinga passport (the passport number must match the number specified in theregistration form when submitting an application for accreditation via theofficial WFYS website) as well as:

– for Russian media representatives – upon presentinga media identification card;

– for foreign media representatives accredited withthe Russian Ministry of Foreign Affairs – upon presenting the accreditationcard from the Russian Ministry of Foreign Affairs.

– for foreign media representatives withoutaccreditation with the Russian Ministry of Foreign Affairs – upon presenting amedia identification card (press card);

– if a badge is obtained under a power of attorney – upon presenting thepower of attorney letter on the media outlet’s letterhead signed by thedirector or the person responsible for personnel management at the organizationwith the organization’s certified seal (sample power of attorney, hyperlink).

The badge is personalized and may not be given tothird parties during the WFYS. The badge must be worn in a visible place at alltimes when at WFYS venues. Any other accreditation cards are not valid forentering WFYS venues.

If an accreditation badge is lost or stolen, the mediarepresentative or blogger must immediately notify any WFYS information desk. Alost badge will be blocked. A duplicate of the lost badge will be issued to themedia representative or blogger based on a written request.

2.4. Rules for accessing WFYS events.

Accreditation for media representatives and bloggersis uniform for the entire period of the WFYS in Sochi and also valid for theirwork at the International Carnival Parade of Students in Moscow on October 14,2017 and is mandatory for them to attend all the aforementioned events.

Access for the technical personnel of mediarepresentatives is granted according to the regulation for the access oftechnical personnel to the WFYS venue.

3. Denial of accreditation.

The WFYS Directorate may deny accreditation:

– to persons who are not media representatives thatmeet the requirements of clause 2.1 of these rules or bloggers whose websitesor website pages on the Internet do not meet the requirements of clause 2.1 ofthese rules;

– to persons not specifiedin clause 2.2 of these rules;

– to media representatives who specialize in publications with a purelyadvertising or citation-based focus or narrow specialization that is notrelated to the WFYS theme except for industry-based publications.

The WFYS Directorate may deny accreditation withoutexplanation.

4. Rights and obligations of media representatives andbloggers accredited at the WFYS

4.1. Media representatives and bloggers accredited atthe WFYS may:

•        utilize all services specifically intended for the work ofjournalists and press service employees;

•        obtain information about official WFYS events and exhibitions(press releases, programme, etc.);

•        work at the WFYS Press Centre during official events using theinfrastructure of the WFYS Press Centre;

•        attend press conferences, briefings and other press events.

The WFYS security servicemay deny entry to the WFYS venue without explanation.

4.2. Media representatives and bloggers accredited atthe WFYS must:

•                   verify theaccuracy of the information they report;

•                   fulfil therequests of individuals who provide information with a reference to its source;

•                   inform citizensand officials about any audio or video recording, filming or photography whenobtaining information from such individuals;

•                   present a mediaidentification card or another document certifying the identity and credentialsof the media representative when engaging in professional activities if andwhen requested by representatives of the WFYS security service;

•                   not use theirprofessional capabilities to conceal information or falsify public informationor collect information for a third party or organization that is not a mediaoutlet;

•                   suspend (stop)photography or video recording at the request of WFYS security serviceofficials;

•                   not disseminateprinted materials on the territory of the WFYS without approval from the WFYSDirectorate;

•                   when usingofficial information and quoting statements from WFYS participants, adhere tothe WFYS ‘Citation Policy’, specifically: finished materials must contain areference to the WFYS and the source of the information obtained, and forelectronic media – a reference to the official WFYS website (www.russia2017.com); any amendments,additions or distortions of copied (cited) information are not permitted.
